Introduction
On 23 June, 1942, SS-Oberführer Viktor Brack from Hitler’s Chancellery wrote to Heinrich Himmler on the matter of mass sterilisation of Jews considered fit for work by the Nazis and implies that the Jews not fit for forced labour will perish. He connects the latter activities to the “special task” of SS-Brigadeführer Odilo Globocnik, to whom he had provided “some of my men” (i.e. staff from the Nazi Euthansasia program). Brack notes that “Globocnik expressed the view that the entire Jewish action should be carried out as quickly as possible” and recalls Himmler’s statement that “we must work as quickly as possible for reasons of camouflage”. Globocnik carried out the mass murder of Jews mentioned in this letter through Operation Reinhard (Aktion Reinhard / Reinhardt) in the extermination camps in the General Gouvernement: Belzec, Sobibor, Treblinka. Sehr geehrter Reichsführer!
Ich habe dem Brigadeführer Globocnik auf Anweisung von Reichsleiter Bouhler für die Durchführung seiner Sonderaufgabe schon vor längerer Zeit einen Teil meiner Männer zur Verfügung gestellt. Aufgrund einer erneuten Bitte von ihm habe ich nunmehr weiteres Personal abgestellt. Bei dieser Gelegenheit vertrat Brigadeführer Globocnik die Auffassung, die ganze Judenaktion so schnell wie irgend möglich durchzuführen, damit man nicht eines Tages mitten drin steckenbliebe, wenn irgendwelche Schwierigkeiten ein Abstoppen der Aktion notwendig machen. Sie selbst, Reichsführer, haben mir gegenüber seinerzeit schon die Meinung geäußert, daß man schon aus Gründen der Tarnung so schnell wie möglich arbeiten müsse. Beide Auffassungen, die ja im Prinzip das gleiche Ergebnis zeitigen, sind nach meinen eigenen Erfahrungen mehr als berechtigt; trotzdem möchte ich Sie bitten, in diesem Zusammenhang folgende Überlegung von mir vortragen zu dürfen:
Bei ca. 10 Millionen europäischen Juden sind nach meinem Gefühl mindestens 2-3 Millionen sehr gut arbeitsfähiger Männer und Frauen enthalten. Ich stehe in Anbetracht der außerordentlichen Schwierigkeiten, die uns die Arbeiterfrage bereitet, auf dem Standpunkt, diese 2-3 Millionen auf jeden Fall herauszuziehen und zu erhalten. Allerdings geht das nur, wenn man sie gleichzeitig fortpflanzungsunfähig macht. Ich habe Ihnen vor ca. 1 Jahr bereits berichtet, daß Beauftragte von mir die notwendigen Versuche für diesen Zweck abschließend bearbeitet haben. Ich möchte diese Tatsachen nochmals in Erinnerung bringen. Eine Sterilisation, wie sie normalerweise bei Erbkranken durchgeführt wird, kommt in diesem Fall nicht in Frage, da sie zu zeitraubend und kostspielig ist. Eine Röntgenkastration jedoch ist nicht nur relativ billig, sondern lässt sich bei vielen Tausenden in kürzester Zeit durchführen. Ich glaube, daß es auch im Augenblick schon unerheblich geworden ist, ob die Betroffenen dann nach einigen Wochen bzw. Monaten an den Auswirkungen merken, daß sie kastriert sind.
Sollten Sie, Reichsführer, sich im Interesse der Erhaltung von Arbeitermaterial dazu entschließen, diesen Weg zu wählen, so ist Reichsleiter Bouhler bereit, die für die Durchführung dieser Arbeit notwendigen Ärzte und sonstiges Personal Ihnen zur Verfügung zu stellen. Ebenfalls bin ich beauftragt, Ihnen zu sagen, daß ich dann auf schnellstem Wege diese so notwendigen Apparaturen in Auftrag geben soll.

Dear Reichsführer!
I have already assigned some of my men to Brigadeführer Globocnik on instructions from Reichsleiter Bouhler for carrying out his special task some time ago. Following another request from him, I have now assigned more personnel. On this occasion, Brigadeführer Globocnik expressed the view that the entire Jewish action should be carried out as quickly as possible so that we do not get stuck in the middle one day if any difficulties necessitate stopping the action. You yourself, Reichsführer, have already expressed to me at the time that we must work as quickly as possible for reasons of camouflage. Both views, which essentially lead to the same result, are more than justified according to my own experiences; nevertheless, I would like to present the following consideration to you:
Of the approximately 10 million European Jews, I feel that at least 2-3 million are very good, capable working men and women. In view of the extraordinary difficulties that the labor question presents to us, I stand by the point that we must pull out and retain these 2-3 million at all costs. However, this is only possible if we simultaneously make them incapable of reproduction. About a year ago, I already reported to you that representatives of mine have completed the necessary experiments for this purpose. I would like to bring these facts to your attention once again. Sterilization, as is normally carried out on the hereditarily ill, is not an option in this case because it is too time-consuming and expensive. However, an X-ray castration is not only relatively cheap but can also be carried out on many thousands in a very short time. I believe that it has already become irrelevant at the moment whether the affected individuals realize the effects after a few weeks or months that they have been castrated.
Should you, Reichsführer, decide in the interest of preserving labor material to choose this method, Reichsleiter Bouhler is ready to provide you with the necessary doctors and other personnel for carrying out this work. I am also instructed to inform you that I will then place the order for these so necessary devices as quickly as possible.
