Introduction
Transcript from June 8, 1943, of a meeting between Adolf Hitler and Wilhelm Keitel, Chief of the Wehrmacht High Command. Hitler recounted a conversation with Erich Koch, Reichskommissar for Ukraine. Koch stated, “I am losing 500,000 Jews here. I have to remove them, because the Jews are the element of unrest,” and went on to explain, “there are no craftsmen left. The Jews are all gone.”

Nun sagt Koch: Sagen Sie mir, Parteigenosse Rosenberg, was soll ich machen? Soll ich Backe sagen: Das tut mir leid, Parteigenosse Backe, ich muß einen ordentlichen, sauberen ukrainischen Staat aufbauen; da kann ich Ihnen nicht 5,7 Millionen Tonnen Getreide geben. Ich gebe nur 2 Millionen oder 1 Million Tonnen und damit Schluß, denn ich habe hier die Aufgabe, den Staat aufzubauen. Da konnte Rosenberg auch nichts sagen.
Koch sagte: Mein lieber Rosenberg, Sie leben im Ostministerium in der schönen Welt der Organisation des Gebietes. Aber ich lebe zunächst in der harten Welt der Befriedigung von tausend Wünschen, die an mich kommen. Ich sehe nur meinen Ehrgeiz darin, daß ich diese Wünsche befriedige. Ich bin hereingesetzt worden, um das zu tun. Mir bleibt auch nichts anderes übrig. Wie sollte ich das anders machen?
Er sagte: Ich verliere hier 500.000 Juden. Ich muß sie wegnehmen, weil die Juden das Element des Aufruhrs sind. Nun sind aber in meinem Gebiet die Juden tatsächlich die ganzen Handwerker gewesen. Sie wollen jetzt Hochschulen und Mittelschulen errichten, damit wir hier den nationalen ukrainischen Staat bauen, der einmal gegen Rußland kämpfen soll. Ich bin nicht einmal in der Lage, den Arbeiter, der hier arbeiten muß, die Stiefel flicken zu lassen. Das kann ich nicht, weil kein Handwerker mehr da ist. Die Juden sind alle weg. Was ist wichtiger, daß ich den Ukrainer abrichte, Stiefel zu flicken, oder daß ich ihn in die Hochschule schicke, damit sie den ukrainischen Staat aufbauen?

Now Koch says: “Tell me, Party Comrade Rosenberg, what am I supposed to do? Should I tell Backe, ‘I’m sorry, Party Comrade Backe, but I have to build a proper, clean Ukrainian state; I can’t give you 5.7 million tons of grain. I’ll only give 2 million or 1 million, and that’s it,’ because my task here is to build the state.” At that point Rosenberg had nothing more to say.
Koch said: “My dear Rosenberg, you live in the Ministry for the East in the pleasant world of organizing the territory. But I, first and foremost, live in the harsh world of satisfying the thousands of demands that come to me. My only ambition is to fulfill those demands. I was appointed to do this. I have no other choice. How else should I go about it?”
He said: “I am losing 500,000 Jews here. I have to remove them, because the Jews are the element of unrest. But in my territory, the Jews were in fact the entire artisan class. Now they want to build universities and secondary schools so that we can build a national Ukrainian state here, which is supposed to fight Russia one day. I am not even in a position to have the workers here get their boots repaired. I can’t do that, because there are no craftsmen left. The Jews are all gone.
So what’s more important? That I train the Ukrainian to repair boots, or that I send him to university so he can help build the Ukrainian state?”
