Introduction
A letter dated February 11, 1945, written by SS-Gruppenführer Odilo Globocnik—then Higher SS and Police Leader in the Adriatic Littoral—to SS-Obergruppenführer Maximilian von Herff, Chief of the SS Personnel Main Office, contains a plea for the promotion of his associate, Georg Michalsen, into the Waffen-SS Reserve with the rank of SS-Sturmbannführer. In support of Michalsen’s promotion, Globocnik highlights his service record, including his role in “Operation ‘R’ in an independent and decisive position, and for example, significantly influenced the heavy fighting in Warsaw and cleared Bialystok within five days.”
Michalsen served as a staff member in Hermann Höfle’s department for “Jewish Affairs (Sonderaktion Reinhardt).” “Operation R” thus refers to Operation Reinhard – the systematic extermination of Jews in the Generalgouverment, carried out primarily through the extermination camps Belzec, Sobibor, and Treblinka.

Lieber Obergruppenführer Herff!
Über Ihr Schreiben vom 23.1.45 betreffend Michalson bin ich sehr traurig, denn hier bindet mich nicht allein ein treuer Kamerad, sondern eine sachliche Leistung. Michalson hat in seiner vierjährigen Tätigkeit bei mir folgende Funktionen ausgeübt:
1.) In Lublin hat M. fremdvölkische Verbände aufgebaut und geführt.
2.) Den Einsatz „R“ hat M. in selbständiger und entscheidender Position mitgemacht und beispielsweise die schweren Kämpfe in Warschau entscheidend beeinflusst, sowie Bialystok in fünf Tagen gesäubert.
3.) Hier ist er SS- und Polizeikommandeur der Provinz Triest und führt einige Tausend Mann, in der Kleinaht Deutsche, in der Mehrzahl Fremdvölkische, mit absolutem Erfolg.
4.) Außerdem ist er nun Kommandeur des Slowenischen Sturmregimentes geworden.
5.) Für seine schneidigen Bandeneinsätze in Istrien hat er das EK II und das Bandenkampfabzeichen erhalten. Für das EK I ist er einer der nächsten Anwärter.
Michalson hat also mit seinen Einsatztätigkeiten alle Voraussetzungen eines Kommandeurs erfüllt.
Im Gegensatz dazu erhalte ich die Anfrage, ob ein Obersturmbannführer der Sicherheitspolizei, der an sich ein anständiger und brauchbarer Mensch ist, nunmehr zum Standartenführer befördert werden soll, obwohl er in diesem Kriege nicht weniger als viermal befördert wurde. Aus diesem Grunde und weil ich nunmehr einen allseits geltenden Maßstab anlegen muß, habe ich eine weitere Beförderung abgelehnt.
Ähnlich ist es bei meinem BDO, der aufgrund meiner Bemühungen, trotz seines schwarzen Punktes, seinerzeit vom Major zum Sturmbannführer der SS befördert wurde. Aufgrund seiner Leistungen konnte ich ihn dann innerhalb 3 Jahre bis zum Oberst und Standartenführer der SS zur Beförderung bringen. Da er über das Niveau eines Standartenführers nicht hinausgekommen ist und in Anbetracht der kurzen Beförderungstermine hielt ich eine weitere Beförderung vorläufig nicht für angebracht. Als das Hauptamt Ordnungspolizei von sich aus bei mir über seine weitere Beförderung angefragt hat, lehnte ich eine solche aus vorgenannten Gründen ab. Zu meiner Verwunderung aber wurde meine Meinung überhaupt nicht gehört und seine Beförderung zum SS-Oberführer ausgesprochen.
So habe ich auf der einen Seite ausgesprochene Qualitäten, wie Michalsen, der aus formalen Gründen nicht weiterkommen kann, obwohl seine Leistungen überragend sind und auf der anderen Seite habe ich durch mir nicht bekannte Möglichkeiten trotzdem Beförderungen vorliegen, die eine ausgesprochene Diskrepanz bedeuten.
Ich darf Sie, Obergruppenführer, daher nochmals bitten, nicht unter Ausnützung der vorstehend beschriebenen negativen Beförderungen, sondern wirklich um einer Qualität zu ihrer Wirksamkeit zu verhelfen, den Sturmbannführer Michalsen als Sturmbannführer der Reserve der Waffen-SS zu übernehmen.
Hoffentlich habe ich diesmal mehr Glück als bisher und bin mit herzlichen Grüßen in alter Treue

Dear Obergruppenführer Herff,
I am very saddened by your letter of 23 January 1945 regarding Michalson, because what binds me to him is not only the loyalty of a comrade, but also his professional performance. Michalson has carried out the following functions during his four years of service with me:
1. In Lublin, M. built up and led non-German ethnic units.
2. He participated in Operation “R” in an independent and decisive position, and for example, significantly influenced the heavy fighting in Warsaw and cleared Bialystok within five days.
3. Here, he is the SS and Police Commander of the Province of Trieste and leads several thousand men—mostly non-German ethnics, with a minority of ethnic Germans—with absolute success.
4. He has also now become commander of the Slovenian Assault Regiment.
5. For his bold anti-partisan operations in Istria, he has received the Iron Cross 2nd Class and the Anti-Partisan Combat Badge. For the Iron Cross 1st Class, he is one of the next candidates.
Michalson has thus fulfilled all the requirements for a commander through his operational performance.
In contrast, I have received a request as to whether an SS-Sturmbannführer of the Security Police—who is, in and of himself, a decent and useful man—should now be promoted to Standartenführer, even though he has already been promoted no less than four times in this war. For this reason, and because I must now apply a consistent standard, I have rejected any further promotion.
A similar case is my BDO, who, due to my efforts, was promoted from Major to SS-Sturmbannführer despite a disciplinary mark against him. Based on his performance, I was able to promote him within three years to Colonel and SS-Standartenführer. Since he has not advanced beyond the level of Standartenführer, and in view of the short intervals between his promotions, I considered any further promotion to be premature. When the Main Office of the Order Police inquired with me about his further promotion, I rejected it for the reasons mentioned above. To my astonishment, however, my opinion was not taken into account at all, and his promotion to SS-Oberführer was carried out.
Thus, on the one hand, I have outstanding individuals like Michalson, who, due to formal reasons, cannot advance further even though his performance is exceptional; and on the other hand, there are promotions that have occurred through channels unknown to me, which create a striking discrepancy.
Therefore, Obergruppenführer, I must once again ask you—not by relying on the negative examples of promotion described above, but truly in the interest of rewarding merit and enabling effective performance—to accept SS-Sturmbannführer Michalson as a Sturmbannführer of the Waffen-SS Reserve.
Hopefully, I will have more success this time than in the past, and I remain with heartfelt greetings in loyal comradeship.
